Awareness Brief – Public Development Banks in a Poly-Crisis
This publication examines how the recent disruptions in global energy and fertiliser markets induced by Strait of Hormuz blockade have once again exposed the structural vulnerability of food systems, where crises propagate through financial channels, disrupting access to inputs, undermining farming stability, and weakening rural livelihoods and well-being.
The research then highlights PDBs are central to respond to these vulnerabilities, explaining how their critical countercyclical role is key to sustain access to finance, stabilize agricultural production, and protect rural livelihoods during times of crisis;
Drawing on evidence from recent crises, including the 2008–2010 financial crisis, the COVID-19 pandemic, the Ukraine war, and the current Persian Gulf disruption, this Awareness Brief: demonstrates the effectiveness of PDBs interventions; underscores their dual mandate, i.e., their role in providing short-term stabilization while supporting longer-term transformation; and, identifies the critical institutional and policy conditions required to sustain and scale these positive impacts.
Against this backdrop, the critical role of the Agri-PDB Platform emerges in strengthening collaboration, knowledge sharing, and capacity development among agricultural PDBs worldwide.
