Genesis

The Agri-PDB Platform originated at the 2020 Finance in Common Summit (FiCS) in Paris, where agricultural PDBs reaffirmed their commitment to sustainable, green food systems. As the largest of FiCS’ 14 thematic coalitions, the Agriculture Coalition brings together nearly 150 members, primarily PDBs from the Global South.

The Agricultural Public Development Banks Platform for Green and Inclusive Food Systems (Agri-PDB | Platform) is co-led by the International Fund for Agricultural Development (IFAD) and the Agence Française de Développement (AFD), and is hosted by the International Fund for Agricultural Development (IFAD). The access is free for Public Banks or institutions which have a public mandate to finance agriculture.

The European Commission is supporting the platform as part of the “Investing in Livelihood Resilience and Soil Health in ACP countries” programme. It will promote agroecology and sustainable agricultural practices aimed at improving and sustaining soil fertility, managing water sustainably, and providing inputs tailored to local conditions to small-scale farmers. Further, the programme will foster the main activities of the Platform in selected priority countries.

Why Public Development Banks Matter

Closing financial gaps in underserved areas

Public development banks (PDBs) account for almost two-thirds of formal agricultural financing and play a critical role in addressing financing gaps in sectors and regions underserved by commercial banks. With annual investments of nearly USD 1.4 trillion, PDBs are uniquely positioned to mobilize long-term finance for sustainable agriculture, food security, and rural development—particularly in the Global South.

Supporting the transition to sustainable food systems

Through their public mandates, policy alignment, and scale, PDBs can help redirect financial flows toward greener, more inclusive, and more resilient food systems. By integrating climate, biodiversity, rural financial inclusion, and social considerations into their operations, PDBs can address systemic inefficiencies and inequities in food systems, while supporting sustainable, low-emission development pathways.

Enabling alignment with global commitments through collective action 

PDBs play an essential role in advancing the UN 2030 Agenda and the Paris Agreement. The Agri-PDB Platform supports this role by facilitating knowledge exchange, peer learning, capacity-building, and advocacy, helping PDBs strengthen their strategies, adapt their financial instruments, and enhance their collective impact on food systems transformation.
