Discussions highlighted country experiences from AFC Kenya and BOA Nigeria, which addressed challenges such as access to affordable long-term capital, risk management tools, and digital finance for smallholders. AFD shared lessons from its AGREENFI programme, supporting agricultural PDBs through loans, guarantees, and capacity-building for green finance. ALIDE reinforced the importance of knowledge exchange to strengthen resilient agrifood systems. Looking ahead, the Agri-PDB Platform will continue fostering partnerships and peer learning to expand green and inclusive finance across regions. |

| | Rural Transformation Financing Framework (RTFF): Unlocking Sustainable Private Capital for PDBs |

Developed by International Fund for Agricultural Development (IFAD) and the Climate Bonds Initiative (CBI), the Rural Transformation Financing Framework (RTFF) is a tool to mobilize sustainable private capital for rural transformation. Malek Sahli (IFAD) emphasized that the RTFF fills a clear market gap: while green and blue finance are already well standardized, rural transformation has lacked a dedicated framework. He described the RTFF as a global public good that codifies best practices and positions public development banks (PDBs) at the center of mobilizing private investment for rural livelihoods. Sara Musa (IFAD) outlined the framework’s structure, built around the four ICMA pillars—Use of Proceeds, Project Evaluation and Selection, Management of Proceeds, and Reporting—highlighting its flexibility to align with national priorities. Abraham Pedroza (CBI) noted that the RTFF enhances investor confidence by translating decades of rural development experience into clear, measurable indicators aligned with the SDGs and ICMA principles.

| | | Agroecology Donor Convening: Public Development Banks and Agroecology – Breaking New Ground |

At the Agroecology Donor Convening, development finance institutions, international organizations, and public development banks (PDBs) explored how PDBs can accelerate the agroecological transition. Institutions such as AFD, KfW, the World Bank, IFAD, FINAGRO, Crédit Agricole du Maroc, La Banque Agricole (Senegal), IDB, and NABARD shared experiences linking agroecology with finance, policy, and capacity building. Discussions centered on three priorities: embedding agroecology in national investment frameworks, tackling financing and capacity bottlenecks through donor–bank cooperation, and strengthening risk management and evidence systems. The session underscored that scaling agroecology requires systemic collaboration among governments, banks, and development partners, with the Agri-PDB Platform recognized as a key enabler connecting PDBs, donors, and technical partners to turn agroecology into action through peer learning, concessional finance, and data-driven tools. |

IFAD Vice President Visits the Agricultural Development Bank of China |

During her official visit to China, IFAD Vice President Dr. Gérardine Mukeshimana met with Du Yankun, Chief Strategist of the Agricultural Development Bank of China (ADBC), alongside senior officials from ADBC and IFAD’s China Country Office. Both sides recognized ADBC’s leadership in green finance and its strong contribution to food security and rural revitalization. They highlighted shared priorities in promoting agricultural modernization, ecological protection, and climate-resilient development. The meeting concluded with a commitment to deepen cooperation through the Agri-PDB Platform, explore co-financing opportunities, and strengthen institutional dialogue and knowledge exchange to accelerate inclusive and sustainable rural transformation. |

4th Agroecology Working Group: Farmers’ Voices Shaping PDB Financing for Agroecology Building on the Agri-PDB Platform’s working group series on agroecology, the next session will bring farmers’ voices to the forefront—sharing their experiences in adopting agroecological practices and organizing collectively. It will feature speakers from the European Commission (DG INTPA), AFD, and IFAD’s Farmers’ Organizations in Africa, the Caribbean, and the Pacific. The case of Morocco will also be highlighted, showcasing farmers’ challenges and achievements in transitioning to agroecology and collective action, with contributions from various local institutions. The session will include a dialogue with Crédit Agricole du Maroc and the FARM Foundation on how PDBs and partners can adapt financial solutions and policy support to strengthen the agroecological transition. The event aims to bridge field realities and institutional financing strategies, advancing inclusive and sustainable food systems.

| Learning Event: Why Biodiversity Matters for Public Development Banks
The Agri-PDB Platform will host a webinar early next year on the importance of biodiversity for public development banks (PDBs). The session will highlight PDBs’ pivotal role in agricultural finance and the risks biodiversity loss can pose to their portfolios, while presenting the business case for nature-positive investments, including agroecology, restoration, conservation, and sustainable land management. Participants will also learn about innovative financial products, such as incentive-based loans for farmers and SMEs adopting biodiversity-positive practices. Real-world examples from Latin America and Africa will illustrate how PDBs are already integrating biodiversity into their operations. |
